Sociopaths/psychopaths don't care about their own families - including their own children.
They get married for sex and to dominate/control their spouses.
They are simply unable to feel a slew of human "good" emotions and may have a heightened need to feel what normal people consider "bad" emotions.
They have LEARNED to MIMIC "good" emotions as: concern, empathy, sympathy, love, fairness, generousness, etc., but in reality they utterly lack these feelings, and are dead inside.

They will give their answer in their own time and in their own way. The answers will come in the form of examples that include dead citizens, or citizens intimidated into going for a ride.

The citizens will be accused of violating quarantines that are well publicized on TV. The neighbors of the victims will cheer their arrests.

The quarantines will actually be trumped up, but the public will fall for it.

The fact that they've accelerated the spending and clear "In Your Face" tactics with no explanation tells me that whatever it is, is within 12 months or less of arriving.

The ammo, equipment, and weapons were ordered with enough time to get it into the hands of the people that are going to be using them and get them trained well enough to be effective.

I'm no psychic, but it's hard to imagine that whatever it is can't be more than a Fiscal Budget Year apart from the orders. Otherwise they would have just waited.

Even the people that ARE prepared, have underground bunkers and years of food stored will likely be wiped from the face of this earth.

TPTB wants to make sure that after this event has passed, and the survivors start organizing and rebuilding, that they have all the equipment and weapons in hand to take the country back and go back to the way of life they are accustomed to.
