They dont have to confiscate deposits they can just keep printing and do it withour permission. The American people sit back and get swindled while watching TV. The Germans didnt want the ECB to print so they went where the money is.

I agree with you on that point. They want to keep control no matter if the Dollar maintains it's petrodollar/reserve currency status or not. So, the question would be how do they make the dollar stronger domestically without the support of that status?

I think they are juicing the markets for a huge, one off tax.
This may be in combination with a deposit tax like in Cyprus. If you look at it from the outside, the goose in the markets is to create exponential dollars by boosting the price of stocks. Lets say you have 100 shares in a company and they are valued at $1 dollar each then you put one up for sale to see what the market will bare. The FED swoops in and says here I will give you $2 for that share. What has just happened to the other 99 shares you have ? They are creating/printing currency within the market keeping it in purgatory and not causing inflation because it's not getting out to the masses.

I think the end goal is one world currency, digital and cashless.
