North Korea said on Tuesday it would revive a mothballed
nuclear reactor able to produce bomb-grade plutonium but
stressed it was seeking a deterrent capacity even as the US
called on China and Russia to do more to rein in Pyongyang.


White House spokesman Jay Carney said the North’s decision to
reopen its Yongbyon reactor -- its source of weapons-grade
plutonium -- was “another indication” of Pyongyang “violating
its international obligations.”
