Why does everyone say that Iraq didn't have WMD's?

In March,1988, Saddam poison gassed Halabja and He admitted it. This killed 3200 to 5000 people, and 1000's more from complications.

Also, right before the Second Iraq War there were caravans going across the desert into Syria.

Now Syria is reported to have one of the biggest stockpiles of WMD's in the world.

I don't know if they got them from Iraq or not, but there was no mention of Syria having them before the Iraq war.
