I believe it is standard diplomatic procedure to warn a country that an attack by an aggressor nation is imminent--regardless of how otherwise "odious" the victim may be.

For example, I read that the Vatican actually warned Stalin that Hitler was about to attack in 1941, even though Stalin himself was almost as much of a mass murderer as Hitler was. The Vatican simply considered it wrong not to warn the victim of an imminent unprovoked attack.

Ironically, Stalin refused to believe the warning--to his later dismay.
