I dunno... make it hard to get guns and bullets, people move on to whatever they can get their hands on.

When I was a kid they were reconstructing park down the street from where I lived. They trucked in loads of dirt -- from what turned out to be an old Army training grounds.

The piles of dirt were full of hand grenades. No joke... many of them were intact and very dangerous. I brought one home to see if anyone knew what it was. It was like I had obtained Godlike powers... adults would see me with this thing and run like hell.

Ended-up taking it down to the police department -- they put it in a safe and evacuated the building... took weeks for them to clean-up the park after that.
