Wants to control it that's why past the blame, its circumstances, and past transgressions which may of been part of the problem.

Its not so comic anymore when you reconcile what happened in london with Obama's stetement on the net spelled out in that link and the many events that have played out or is playing out in in the aftermath of london incident in france, russia, etc. all with the potential of culminating in this event depicted on these "comic strips". Then you begin to wonder if all this is comic after all. The narrative of the so called slides with what we have seen to date play out in real life is somewhat similar.

Seems they are slowly turning up the heat so the frogs wont feel it as of yet.
