Here's the actual study which was conducted by the Center for Economic and Policy Research [ link to www.cepr.net] From the CEPR study "United States law offers no guarantees of paid leave. The only exceptions are for government contractors and subcontractors covered under the Davis-Bacon Act."What's the Davis-Bacon Act you ask? From Wikipedia, "The Davis–Bacon Act of 1931 is a United States federal law that establishes the requirement for paying the local prevailing wages on public works projects.
