It's not some willy-nilly accident that some bystander happens to be in the visual field of view. This is how they guide the masses. Just like the laugh and applause tracks they play during TV shows. By having someone behind him nodding, it tells the sheep how to think. If someone else is agreeing, then those watching him are more likely to agree.
