Anybody Else Experience More Power Outages Than Normal?

For some reason we are experiencing at least one per week, sometimes two. Each one lasts exactly 4 hours. No way they are due to accidents. I bet our power hasn't gone out in ages other than due to stormy weather and even then it is usually back up within the hour. No weather causing these. We used to have periods of about 30 minutes back during the housing boom where it would go out in the middle of the day and I always attributed it to connecting power to new subdivisions, but there is zero building going on right now. The entire city is out when this happens, too. It is usually out from 4am to 8am (which completely screws up getting ready for work in the morning.) Supposedly we don't have rolling blackouts, but I'm beginning to wonder. Anybody else seeing this?
