the Iraqi dinar is going to be like Kuwait. So each dinar will be worth like 3 or 4 USD.

If they are no longer under Chapter 7 and have an internationally traded currency...you can exchange it anywhere genius...and yes I've discussed this with people who are on the up and up concerning currency trading...in other words, individuals who work for institutions involved in currency trading.
