I seriously doubt their spying has little, if anything, to do with preventing terrorism. It's all a fairy-tale devised to con the people into thinking the government is 'protecting' them. They know there is absolutely NOTHING they can do do to stop someone who is determined to cause harm, short of putting everybody in jail, which seems to be their ultimate goal.
