Listening in on a network us not a secret. Everybody in the world knows networked devices are able to be tapped into individually. Someone who was going to carry out a planned terrorist attack would surely know about networked devices if they intended to actually terrorize a country. The fact that the NSA was collecting everyone's information from networked devices... was a secret. That's what Snowden revealed... not that you can tap into a network device.
