We have much better bombs now and it worked quite well in afghan and especially iraq. It was the sticking around to install government and rebuild that was a disaster. If our goal is to rock syria we are very capable on a military level with a small amount of resources.

Russia will not retaliate because their future power development relies on too much western tech. Our central banks are intertwined and on some level it would create a MAD situation. I am sure i will have arm chair generals telling me different, but russia is not in the greatest position to attack anyone on any conventional level. I would hope fear of russian retaliation would never have a factor in our foriegn policy, right or wrong in nature. But i could be wrong. I am not a poli sci scholar.

As far as boots on the ground... Well i served 4 combat tours. I am no coward and i love my country and its people, but I would not put my boots on the ground under these circumstances. If the goal was TRULY to help innocent civilians then issue me my weapon and stay out of my LOS. But that is not the case here or we would have intervened a year ago.
