Possible, yes. With all the rage against guns and disarming the populace and keeping the military away, both are good plans to keep a possible coup from happening at home.

They could also increase the numbers of "loyal" military at home, then they could totally keep any resistance down that may crop up (many, many people still have guns). Some sort of civilian watch or homeland force within the country itself.
