If Assad agrees to turn in his cw then that is essentially an admission of guilt and besides the fact that cw which are WMD are not allowed at all, should he not be tried for murder amongst other charges?...

What you're hearing is Obama's seamless twist where he gets to keep his lie, steal authority from Putin and Assad at the same time.
