AFAIK it has both war and peace covered. I've sworn an oath to take up arms in case my land is invaded. In both cases it could potentially be abused, especially if you're poor and/or feel oppressed. In America it's not that rare for poor people to join the military and then end up fighting wars in distant lands for "national security", which in my opinion is an abuse of the original intent.
