many people don't know that stray dogs are killng rats.

Are YOU going to adopt them all, or supply the needed funds to 'rescue' them? I didn't think so...  The alternative? First, there are about 35,000.Secondly, a private shelter of 10,000 places is EMPTY, because the state agency did NOT took any dog there. Thirdly, we can do what other countries did in 15-20 years : STERILIZATION. And not lastly, an easier adoption. Did I mentioned that this "law" also asked the dog OWNERS to spend 300-400 euros to castrate their male dogs or to have their dog females sterilized, just because they MIGHT abandon their dogs?
