The reason why the products made by prison inmates cannot be sold in the commercial private sector, is because for one thing, it would be a form of slavery, and exploitation because they are captive workers, another reason is because it would crush the market, because the private sector cannot compete with prison labor at between 23 cents an hour to a dollar an hour, also, there is no way to verify or guarantee the quality of prison labor. They're also not in prison, because they're nice people. We cannot guarantee that the prison inmate will not sabotage the product. Also, the profit margin would be sky high, worse than the profit margin for the cheap plastic crap made in china, and we're trying to get china out of our market, though the politicians don't care. And finally, the nature of the things that prison inmates make. They make state issued license plates and things like it, we can't have people buying state issued license plates and bypassing the traffic laws. (to tell you the truth, I agree with her) I don't know about now, but back in the 90's, Texas had one of the only self sufficient prison systems in the world. They pretty much make everything that a prisoner needs, from cloths to mattresses. They have farms that grow and can all of the produce and meats needed with excess to sell. They also make street and highway signs not only for TX, but for other states as well. Same thing with license plates. In Arizona the things that inmates make on their own time, arts, crafts and what not can be sold in a little shop close to the prison where the items are open to be sold to the public and the proceeds go to the inmate who made the items.
