Location: Coyote Hills Shooting Range, Fremont
Tactical teams will properly respond to a terrorist attack at a school, testing their ability to operate under fire, and rescue hostages.

Scenario #7: Anarchist Refinery Bomber
Location: Port of Redwood City
Teams are presented with a scenario testing their ability to operate in a large open area and minimize damage to critical infrastructure.

Scenario #8: Water Treatment Facility WMD Attack
Location: Foster City Corporation Yard Water Towers
Tactical teams will be tested on their ability to recognize and mitigate threats from a Weapon of Mass Destruction (WMD) device.

Teams will arrive at the scene of a blast where they will conduct a post blast investigation while simultaneously being tasked with rendering safe another identical device.

Members of an anarchist group have detonated a dirty bomb in the mail room of a credit card processing facility, resulting in exposure to employees.

No problem. I would go into more details about why I feel these dates/locations may be something to watch... but is very hard to explain all the details in words... Lets just say it is based on some background evidence to do with the Boston Bombing, Santa Monica Shooting, Texas/Cali threat letter (from Aug 2013), and some other patterns that seem to follow these "created" events (various aspects they need in place prior to a drill hijack).

I say again if an even takes place during this timeframe (Oct 25-29), it will likely be in San Diego (campus shooting), or a bombing at LAX (likely somewhere prior to the security screening area) or possibly even both. I could see a scenario where a college/university campus has a shooting in San Diego (chosen due to its Emergency Management Accreditation Program (EMAP)... again see Boston for why), that then hours later leads to a bombing at LAX or another major airport (although LAX stands out by far the most).

Again only time will tell, but if you spend any time looking into some of this stuff (Urban Shield, EMAP, leaked threat letter, Boston, Santa Monica...) you would probably be paying extra attention to all this stuff as well.

Keep an eye on UC Berkeley.

Janet Napolitano recently took a position there.

They usually pull these "events" off slightly outside of the official drill perimeter (for multiple important reasons)... they basically create a duplicate unofficial drill (hijack) outside of the official drill zone which mimics a slightly tweaked version of the official MSEL at a very similar but different location (so the official drill is lets say at Oakland Airport, but the unofficial hijack is ran at LAX, or the official script is a elementary school, while the hijack takes place at a college... very similar but always a little different (I call this an echo)). Again they do this for multiple reason. Go look into the recently false flag events and you will see this pattern everywhere. Boston is a GREAT example of this... the April 19 event followed the 2013 Urban Sheild MSEL almost exactly... but took place ~20 mile SW of the official scripted zone set to take place in June. Another example is Santa Monica where the hijack again takes place just outside of the LA drill perimeter using an echo type scenario (UCLA Ronald Reagan Medical Centre (acting as a mock library) vs Santa Monica College library).

Anyways if they do a drill hijack with this Cali drill it will follow the exact same framework and take place close by but outside of the official scripted zone.

Subject: Possible Terrorist Threat to Venues in Austin,TX in August

1. Unconfirmed reporting from the Department of Homeland Security has raised the possibility of random terrorist attacks taking place in Austin, TX on or about 8-9 August. According to anonymous reporting, a group of trained terrorists are planning to conduct attacks in Austin, Texas and Pasadena, California at the conclusion of the Ramadan period. The Ramadan period lasts from 9 July to 8 August. According to reporting, the Austin group plans to plant back-pack style bombs on 6th Street on either 8 or 9 August. Additionally, the group plans to attack a school and theological seminary in the downtown Austin area and complete the attack with operations at the Austin - Bergstrom International Airport. The reporting also stated that if 8-9 August was not a viable option, then the group would conduct operations on 29 August (NFI). While none of this information can be verified at this time, Commanders are advised to review anti terrorism protection measures with their subordinates and to increase awareness of their subordinates during this period. There are currently no stated threats against TXMF facilities or specific TXMF personnel, but all members should maintain situational awareness when out in the community and report any suspicious activity immediately to local law enforcement personnel.

2. Focused Anti terrorism measures:
a.All commands, installations, facilities and armories must review threat assessments, risk assessments and random anti terrorism measures at all locations.
b.Review suspicious activity reporting procedures. (see Paragraphs 3 and 4)
c.Provide awareness training to all personnel. The focus should be on current activities, personal actions to lessen risks and exposure in public locations.
d.For armories or other facilities that are open to the public or who have tenant agencies within the facility, review usage policies. Ensure mitigation measures for access control are in place and review requirements for reporting suspicious activity and emergency response.
e.Disseminate guidance to all personnel to maintain situational awareness and report suspicious activity to local law enforcement and security personnel.
f.Disseminate guidance to all personnel to use caution when attending public gatherings at public venues.
g.Review procedures for off - installation activities/facilities to include movement for training or mobilization.

3. To enhance protection for TXMF personnel:
Watch for persons observing, photographing or video taping an individual or unit building
Be suspicious of persons who have an undue curiosity about the security measures at a facility
Follow proper security procedures for allowing access to a facility
Review bomb threat procedures
Coordinate with local law enforcement for threat updates and to ensure quick response time

Singapore Police Force

South Korea
