My ex-wife and I worked in child social work. We day-in and day-out dealt with the victims of these perpetrators.

Her boss was/is the foremost expert on sex crime in Illinois. In his expert opinion, having counseled with hundreds (perhaps thousands) of sex criminals, he claims their actions rarely stem from a desire to have power or to hurt their victims, but rather it's all about sex. Regarding pedophilia, perpetrators are attracted to children. He believes they can never be "fixed" to only be attracted to adults.


So, with that being said, any pedophile released onto the streets will only cease being a perpetrator when his/her ability to act out sexually is taken from him/her.
