You think so? That leads to the museum under the arch, which has always been there but it's been majorly expanded. And that whole elliptical entrance in the pic you posted is new - used to be directly under the arch (can still exit there). The museum is also where you catch the tram to the top of the Arch. Which I will not do, as they cram way too many people into a claustrophobic death capsule. Here's info on the trams:

This video below is almost 10 years old but no matter, because the tram capsule is the same. I have to focus on my breathing just watching this!

I got so wasted last night. Went out for my step sisters birthday. It was comedy night at the restaurant with a bunch of comedians - i went up on stage grabbed the mic and tried my own comedy bit during the middle of the show.

I thought they asked me to come up on stage but my family told me this morning that i just walked up and grabbed the mic lol

Wow at some of the quake swarms today.

Update: as if on cue, today is the first day since 9/21/2016 - (the day of my knee surgery) that I can finally walk with full weight on my right quad tendon without much issue. In fact I can walk almost half my normal speed without thinking about it.

Oh my Goooooooooooooooooooood I never thought I would be here again. I can’t believe it!!!!!!!!!’nn

That's not a bad thing. 0% is basically neutral, so there's no real influence in either direction.
