What if just a what if they know that the region the refugees are from is going to be uninhabitable or destroyed. It makes no logical sense to take in that many refugees and to want to take in even more.
How would that serve a plan to help wipe people out. It doesn't. Makes perfect sense if you knew something bad was about to happen to their homeland and you just wanted to save lives,but you couldn't say their area was going to be wiped out.
What if those empty Chinese cities are for future refugees from around the world.
Why does China have the largest grain storage in the world and are increasing them as well as Russia.
Why did we allow ours to drop to nothing? Why did DHS buy more bullets than the entire Iraq war.
Maybe because there will be no more manufacturing. Maybe the US will be hit just as hard as well..no reason to have grain storage if you foresee it getting destroyed.
Maybe it's something so bad they are trying to save the human race.

The Chinese constantly build. Cities, factories unused, refineries not used yet, etc. The stated impetus for this by the Chinese themselves [if you read their daily papers] is that no person who wants to work or can work will be on the state's support. Their goal is to have housing not only for people now, but for future generations. Most of the abandoned cities that have been recently built are near work centers or cities. They are now completing railroad and bus lines from those premade cities into other cities where work is available.
They are moving people out of rural areas, which incidentally where the communist party of old is the strongest and most suppressive, into some of these new cities nearer to commerce.
In other words, they are keeping their population working rather than living on government subsidies and are shifting their entire population from rural regions closer to established cities.
This is one of the reasons why they have four day traffic tie-ups on their main interstates. We get pissed if its a half hour delay.
The previous rural regions primarily made up of small farmers are being renovated and run by the central government to feed their people in the most efficient manner possible. This is one of the reasons why they have massive grain storage.
They also utilize labor camps for those workers who cannot nor will not work despite the fact that they can. Even if its stuffing envelopes or making crappy shit Americans will buy, you work. Period. This romantic notion of the state taking care of everyone in communist nations is bullshit. The state comes first, people a far distant second. "I have a bad back" doesn't go very far in China.
China had taken in a very limited number of muslim refugees but if those refugees commit crimes as seen in western countries they become organ donors. Literally. You wait in prison until a suitable organ match is made and then you die and your organ is transplanted usually to a paying western customer. They have long waiting lists for organ seekers from the west. Muslims trying to cross into China illegally are shot and their bodies thrown over the wall for their families to bury.
You are witnessing a massive population shift conducted by the Chinese government from rural to centralized living where their education is primarily science focused to compete with western technology. Their educational system is pretty interesting but that's for another thread.
TLDR: Its all about mass movement of population, keeping their workers working, and technology. They are planning for fifty, sixty years from now, not just tomorrow. They do have a 200 year plan in place btw.
