That's a city/town issue. They have to fix it and your landlady won't be charged.

She should call the power company like bigD suggested. They have to come out. I believe that's considered an emergency call.

Try to stay calm (I know, easier said than done). Does your local power company have a website you can visit? They must have a 'contact us' type of thing on their website, especially for reporting emergencies.
