Finland is well versed on the various sources of info out there as far as EQs go. He's not just relying on USGS or any one source from what I know. But if you want to pull historical data over years to look for correlations and patterns, one has no choice but to use EMSC, USGS, etc. The alternative sources can't provide that going back decades. I think we all know quakes are downgraded and it appears sometimes omitted altogether, but I still think we get enough of an accurate picture from these sources to see trends. Which really is the point in the long run - to learn from the past activity and try to predict the future activity. A quake downgrade or omission here or there isn't going to have that big of an impact. My 2 cents.
