Something to do with the shape of the Earth. It will fluctuate in height until it drops past a certain level and gets picked up by Earths gravity. Or something like that.

The thing is moving very slowly indeed.

A Soyuz will leave the ISS at some time tomorrow 11 November with 3 Astronauts on board, an Italian, a US and a Russian, will land in Khazakstan.

I think the GOCE will be down by then with no risk of collision.

As to where and when the GOCE will land it's anyone's guess.

A defunct satellite from the European Space Agency the size of a Chevy Suburban is set to plunge to Earth somewhere between Sunday night and Monday afternoon -- and experts say there's no way to precisely determine where it will crash.
GOCE, or Gravity field and steady-state Ocean Circulation Explorer, ran out of gas last month and has been steadily sinking towards the Earth. As the planet rotates, the satellite whizzes over nearly every point on Earth. Experts expect it to plunge harmlessly into the oceans that cover 70 percent of the surface of the planet. But what if it doesn’t? What if it takes out your old Accord?

“Basically, governments are responsible for their own spacecraft,” explained Marcia S. Smith, president of the Space and Technology Policy Group in Arlington, Va. “[If] you could prove a piece of GOCE hit your Honda, you could go to your government to make a claim,” she told FoxNews.com.
But don’t put the ESA’s lawyer on speed dial just yet. Most of the fragments of the satellite are likely to burn up on re-entry, said Heiner Klinkrad, Head of ESA’s Space Debris Office according to an ESA blog.
“Most of these fragments will completely burn up. A small fraction of the initial spacecraft mass -- about 20 percent or 200 kilograms [440 pounds] -- is expected to reach ground, distributed across dozens of fragments, spread over a sizable re-entry ground swath.”
400 pounds of smoking metal spread over a "sizeable swath" is nothing to sniff at. But should one of those fragments land on U.S. soil, you’re fully covered, according to the United Nations. The U.N.’s Convention on International Liability for Damage Caused by Space Objects was created in September of 1972, and has been ratified by 88 countries and signed by 22 nations as of January 1, 2013.
“A launching State shall be absolutely liable to pay compensation for damage caused by its space object on the surface of the Earth or to aircraft in flight,” reads the policy. And the GOCE satellite was launched from Russia, so that country would be responsible, said Mark Hopkins chairman of the executive committee of the National Space Society.
While space objects reenter the atmosphere all the time, few pieces survive the fiery trip and many of those end up in the ocean, Smith said. But sometimes, they do. Russia's Cosmos 954 satellite crashed in Canada in 1978, with a radioactive energy source. That sounds more alarming than it actually was; the element was “vanishingly small” when it hit ground, Hopkins said. But Canada did try to get money back from the Russians -- and they did pay up, he said.
“It was a lot less than they wanted,” he told FoxNews.com.
Indeed, the Canadian government asked for $6 million to cover cleanup and "future unpredicted expenses," according to Matthew Kleinman's "The Little Book of Space Law." Russia paid half that. It's up to a government to bring charges, according to the policy book.
"Had a Canadian citizen been injured by the Cosmos 954 debris, his only recourse would have been to either convince the Canadian government to bring a claim against the Soviet Union on his behalf or bring a claim on his own behalf in a national court with appropriate jurisdiction. If he won his case, he would then have had to hope that the Soviet government honored the court's judgment," the book notes.
So if you hear a crash in the night, rest assured that the responsible party will most likely pick up the tab. Just make sure to take a picture.

Re-entry expected for falling satellite within hours

CNN — A 2,000-pound European satellite is expected to re-enter Earth's atmosphere within hours, its controllers announced Sunday as the craft circled gradually downward.

The Gravity Field and Steady-State Ocean Circulation Explorer -- a European Space Agency satellite known shorthand as GOCE -- had fallen to an altitude of about 126 kilometers (80 miles) by Sunday evening, the ESA reported. It's now expected to plunge into the atmosphere and break up sometime between 5:30 and 7:30 p.m. ET, the ESA said.

"The most probable impact ground swath largely runs over ocean and polar regions," the space agency noted on its website. "With a very high probability, a re-entry over Europe can be excluded."

GOCE's orbit can be tracked via an ESA website.

The 5-meter (16-foot) satellite was launched in 2009 to map variations in the Earth's gravity in 3-D, provide ocean circulation patterns and make other measurements. Powered by solar panels and not-your-average lithium-ion battery, it lasted more than three times its expected lifespan before running out of juice on October 21.

In March 2011, the ESA added another role -- as the "first seismometer in orbit" -- when GOCE detected sound waves from the massive earthquake that struck Japan.

Close to 01:00 CET (00h00 UTC) on Monday 11 November, ESA’s GOCE satellite reentered Earth’s atmosphere on a descending orbit pass that extended across Siberia, the western Pacific Ocean, the eastern Indian Ocean and Antarctica. As expected, the satellite disintegrated in the high atmosphere and no damage to property has been reported.

According to this video [link to www.vesti.ru] from the Russian News Site Vesti (news) The falling satellite passed over the city of Krasnodar while re-entering our atmosphere. It looks slightly familiar to something I've soon on here some weeks ago.

It's already a done deal. Ed dames said a craft/satellite that looks like a shuttle would be forced down. That's the GOCE, which is designed to look like a shuttle. The ISS is nothing like a shuttle. Dames' RV team determined that the grounding of the shuttle-type craft would occur concurrent with a meteor shower, which is the Taurids shower which peaked on the 10th and 11th of November and lasts until November 17.

Back in the spring, before the grounding of the GOCE was announced, the RVers asked "what is the mission of the shuttle that will be grounded prior to the killshot?". During the RV session, they received repeated returns of the phrase "gravity mapping.". Thats what the GOCE does. They've already confirmed that the grounding of the GOCE concurrent to the Taurids meteor shower fits the ensemble of data perfectly and that this is the final precursor to the killshot, which could be in weeks, or months when the killshot starts and the soldiers "look up in the sky" as Dames has described...the killshot doesn't happen in 5 seconds, it starts with something going on in the atmosphere.

As far as N Korea goes, the detonation they did in February of 2013 was done in anger towards the US and S Korea, it was practically an act of war and that event already satisfied the parameters of the N Korea nuke prediction, but some of the RVers feel that N Korea will detonate a nuke on S Korea when the killshot chaos is starting because that will be Their last chance to take out S Korea using whatever nukes they have developed.

The point is that the shuttle grounding event was the GOCE, it's a done deal. Now we just have to wait for the killshot. Ttis was posted by one of the RVers on Nov 1st:
