Those who are stopped have two suits: U.S.C. 1983 suits in State and Federal Court. Law enforcement has no "right" to stop vehicles and conduct searches without probable cause. An "exception" to this "rule" (4th amendment) is CONSENT to search.

True. Texas, unlike many states who only allow for citizens to be "stopped" when a "crime is committed in the officer's presence"; allows motorists to be stopped based upon "probable cause". The Federal Courts in Texas are notoriously police state fascists.

This is so outrageous that if there really was a blockade of a public street diverting traffic enough to force people into a parking lot for "volunteer" DNA checks there should be people in jail over this.

I totally agree. A thread was started last week about them doing this in Granbury TX. This was happening during the weekend of urban shield drills when everyone was expecting something to happen in the DFW area. It is hard to believe they are doing this in 30 states without any cell phone video footage but the parking lot looked small so I guess they did not pull very many people over. 8 million dollar study? of a few random people in 30 states. Local law enforcement know nothing about it? yet people are being stopped by "police cars" with lights on top. Spread the word....we do not need this presence in our communities stoping people for whatever purpose they feel.
