The use of high altitude spraying has been used by almost every country for weather modification for many years. So, it's not a stretch to assume that aerial dispersion of any chemical or GM substance is possible.

The governments of the western world started experimenting with the idea of spreading dormant viruses after the end of WWI. Hitler's scientist's turned us on to the experiments at the same time as the nuclear experiments. You can see where that all went.
