No wheeled vehicle on the Moon in 1966.

I see only one explanation:

That's hard to call a "rock".

Not wheels and axle. Looks to be a high frequency antenna.

The more all this stuff leaks out the more Richard Hoagland looks like he knows what he is talking about. Perplexing!

Found another treat of the Russian '60s/'70s lunar missions, more precisely Luna-21 which landed on the Moon in 1973 and deployed the 2nd rover Lunokhod-2, but NOT without extraterrestrial surveillance:

Obviously that's not an earth-made orbiter. Looks a lot like a drone with a camera aimed straight at the Russian rover.

That's no big deal, no smoking gun giant spacecraft, just a innocent pair of axes with wheels assembled on it, that would pass as rocks to most people.

They say that Russia never sent a manned mission to the Moon, I seriously doubt it.

I bet they sent but the cosmonauts didn't come back.

Hard to say, there's a scene in the movie "Apollo 18" which is based in the myth of Apollo 20, when one of the American astronauts finds a crater with two dead bodies of Russian cosmonauts.
