I changed the windows sounds around on one of my friends before, each time he would press the the "o" key it would trigger the webcam snapshot sound effect. Needless to say he was freaked out at first. Also, you could always uninstall the webcam driver, or disable it. The most effective remedy is a small piece of electrical tape over the lens, if you don't mind the look of it.
