You can not have "fallout" without a nuclear detonation.
Sure you can have contamination like in Chernobyl, but the Fuku reactors didn't actually explode like Chernobyl.
They over heated and release hydrogen gas as a safety mechanism to stop them exploding.
The Fuku reactors use water unlike Chernobyl which used graphite which caught on fire.
