Get real. The Russians, the Chinese, the Brits, France, and the US, maybe India, have the ways and means of striking about any place they want with nukes if they put their minds to it. This group of loons at least have the presence of mind to understand that if they to that, they will get clobbered back. Some smaller countries might have a good shot at hitting their immediate enemies, but they are not a global threat, yet. Meanwhile, the big guys continue to talk, parry, and thrust with their economic policies or such. As soon as one puts their nukes away though, things could change overnight.

Well, erm, if Russia decided to nuke the UK and vice versa, then France would have no choice but to use its nukes on Russia, as nuclear fall out from the UK would spread to France and other areas of mainland Europe.
