These types of rumors have become less insane after realizing that aliens are real. Do I believe it outright? No. Is it possible? Certainly.

But I believe they are talking about interdimensional beings (such that the "elite" have been known to attempt to access). Those aren't necessarily "aliens" in the traditional sense. The "run of the mill" aliens on earth aren't interdimensional they're just extremely f-ing intelligent and have the technology to match.
