I don't see WWIII happening in the same way as previous wars. It will be more insidious. Governments will use genetic make-up of the largest population of an aggravating region and will unleash bioweapons on that population.

Weather control is a lot easier and a lot less risky (to the global population)
it will be a "Natural disaster" which wipes out a major Population, soon to realize they are under attack by an Engineered storm in which they can't trace, or turn off..
so they respond with Nuclear weapons..
First they strike immediate threat countries.
America,
Canada,
Russia,
England.
and then they invade, to gather what resources remain oil, foods, Unaffected livestock.
We just wiped half of their nation out with our Weather engineering weapon of mass destruction.
only they don't have a nuclear fallout.
and they still have half a population ready to dedicate their lives to the cause.
unless of course we specifically target nuclear research facilities in these hostile territories not only disabling their ability to distribute nukes on a large scale.
but also causing them to have a nuclear fallout which will ultimately lead to the Destruction of the entire population.
