Why did Jesus pick greedy tax collector Mathew to be an apostle, wasn't he supposed to pick the pure in heart?

Jesus knew who all twelve Apostles would be before
He created the universe.
He knew what their hearts would be. He is GOD!
I think to question Jesus selection of the 12 is either
the height of arrogance or stupidity. Not sure which.
