When I had to call nine one one when mom fell, I made sure they sent the ambulance and not police in response to the nine one one call. Just too much going wrong with that these days, although we have not had any high profile, newsmaking cop problems here.

That makes the case for this possibly being a mistaken shooting. You obviously don't shoot bean bags and live rounds at the same time. I think it was a justified shooting based on the 21 foot rule -- however it sounds like one of the riflemen may have jumped the gun (so to speak) on firing at him with 5.56mm.

Like maybe he heard the firing of the bean bag rounds from the shotgun and thought it was the suspect firing. Sounds like a possible failure to communicate, or misunderstanding the plan. A tragic accident, and something requiring some remedial training, but hardly "murder."
