Highly doubt the cat was getting into her garbage. Most likely it was racoons.
Besides, ever hear of a garbage can? They even come with lids now.
Quoting: Lady of the Snow I had a neighbor who would put his trash out, in a garbage can with a lid on it, for the garbage trucks on the proper trash day. I watched another neighbor's huge mastiff go to his garbage can push it over, and the lid popped right off. Needless to say my neighbor had to pick up trash from that dog going through it. So a garbage can with a lid isn't really gonna stop something if it really wants to get in there.  They have these rare exotic devices called bungee cords that work just fine.
