There's also the agencies we've never heard of. The NSA's existence was a secret for many years too (even from most of Congress I do believe), and it is "rumored" that there are several agencies so secret that their names are not known. I doubt they are up to much good either. How come these organizations never (or rarely) seem to act in the interest of the American people?
