I think both are at fault, just because there are convenient pictures of he cop, but not the "kid" doing whatever he did to get the cop pissed off, doesn't old weight with me.

Kid reminded him of a bully from his childhood? Stress, etc., etc. That's possible, anyone else would be considered a victim of such things, but not civil servants apparently...
