I'm not sure. All I do know is that a college kid, who was not resisting, was choked out by a cop while he was handcuffed.

I never said it was justified, but people are usually human, and humans can snap under stress...so I recommend that college students not throw beer bottles at cops and then be smart asses when they show up. And the college kid is only human too, who probably snapped under stress... stress of police abusing their power. Sad, really.
