or how I see it:

As far as I know the money the electric company “gives” to “help” to pay your electric bill, is money they receive from the government (We The People). You donot actually “get” the money; it is given to the electric company and they subtract it from your bill, allthough for the first few months they steal a percentage of it, which doesnot go toward your bill.

PCAP is a program that helps-out the American poor with a portion of their electric bill, until suddenly, after a couple of years, you receive a huge bill of hundreds of dollars for your “Electric bill”.

Of course, I suspect, if you donot pay the PCAP, added, part of your normal, monthly-usage bill, on a monthly basis, your electric will be turned off.

The convoluted, monthly bill will now be so high that you cannot pay their demanded, extortionist, monthly bill for your current electric usage with the added some for the huge extortionist amount that they have just sent you, so you now have to pay a high interest, and arrearage on your normal electric bill by stretching the payment out over a longer period than what they demanded. This causes you to be in an arrearage for months or years until that huge, lump some is paid off.

In other words the whole trick is to get you to pay an unheard of interest fee, plus arrearage, on your electric bill, and that is how they subvert lending rules, and make their illicit, usury money on the PCAP TRAP.

One of their excuses for doing this is if a victim forgets to pay their bill one month, or cannot because of having been in the hospital; so this PCAP program is basically aimed at the elderly who are known to be forgetful, confused and often hospitalized.- elderly abuse in other words.

Now then

Here is the real scam:

If PCAP is a trap, then all the other welfare programs are the same in that, We The People shell out the cash money, so that Corporate Society can rack in the illicit, subverted bucks.

In other words all that money Corporate Society seems to be making is money made above the law and tax-free.
