They've been coming up in Mobile Bay since the 1960's (at least). I remember seeing them as a kid. It was widely known they were there, no attempts made to hide, and nobody really thought anything of it.

a super EMP would probably come from Cuba, I think they are a couple megatons, they disperse several warheads at high altitude and blanket entire US with EMP equal to 25 megaton ordinary nuclear bomb. So would be 25 times the effect of the Starfish Prime EMP, even more so because magnetic field over US is stronger than over pacific. Of course nobody really knows what would happen because nobody's ever tested an EMP over the US.
