March 1, 2012
The Media has widely alleged that TEPCO attempted a full-scale evacuation of all staff from Fukushima Daiichi Nuclear Power Station. However, this is a misrepresentation of the facts. On March 15, 2011, at approximately 6:30am, the former President Shimizu issued an order "to evacuate all staff except for the minimum number of staff needed". In response, the plant general manager ordered the "team leaders to appoint those who would be remaining". The staff of partner companies and TEPCO employees (approx. 650 people) who were not directly involved in the restoration work were temporarily moved to safer locations and the remaining staff (approx. 70 people) continued to implement the work.

The message TEPCO communicated to the Prime Minister's Office is that "TEPCO may begin considering the temporary evacuation of staff not directly related to the restoration work and who would eventually have to be evacuated anyway in light of the severe plant conditions". At around 4:30am on March 15th, former President Shimizu was summoned to the Prime Minister's Office and was questioned by former Prime Minister Kan concerning TEPCO's intentions regarding a possible site evacuation. Former President Shimizu replied that a full-scale evacuation was the last thing on his mind. Former Prime Minister Kan also subsequently related the contents of this conversation to the Budget Committee of the House of Councillors on April 18th, 25th, and May 2nd. Former President Shimizu also provided the same response at the press conference on April 13th that a "that a full-scale evacuation was the last thing on his mind".

A civilian, with a family? I don't know. I know there are still a lot of good men and women out there. I know here in Texas, heroes spring from the woodwork when things go bad.

I'm not sure about other places. I watched cops in California stand and watch a car burn with an entire family inside when they DID have a small window to egress the passengers but deemed the explosion risk to themselves too high.

Oh my God, the screams....horror. They just watched quietly till the screams stopped, then started on their reports before the ambulance or fire showed up.

Actually there is a Transscript of the "Official Communication"
on Tepcos Homepage but without the ability to read Japanese it is useless
for us.

Fact is there was a huge Chaos, a lot of misunderstandings and Panic,
fact is also that the majority of the People was not needed and/ or needed to get protected from Harm!

The Story get already discussed in the Japanese Media and i expect more Answers soon.

Yoshida-San was not the Person in Command for the Worker in Daiichi.

PS: i remember also a Statement from Tepco Officials regarding this Evacuation, i will try to locate it!

After the nuclear crisis broke out at the Fukushima No. 1 nuclear power plant on March 11, 2011, a special "shadow unit" of the Self-Defense Forces got the call to mobilize for a secret mission.

The Ground Self-Defense Force’s Central Readiness Regiment (CRR) is one of the SDF's special units whose operations are shrouded in secrecy and "invisible" to the public.

When the SDF participates in United Nations’ peacekeeping operations, the CRR is the first to be dispatched to the operation site. The unit makes preparations for billeting and guarding ahead of the start of peacekeeping operations. Members of the unit regularly receive vigorous physical training to be ready for contingencies.

On March 19, 2011, Col. Kazunori Yamaguchi, the 48-year-old commander of the CRR, was at the GSDF’s Camp Koriyama in Fukushima Prefecture. At 9 p.m., when he returned to his desk, Yamaguchi found a telephone message from an officer at the Defense Ministry’s Ground Staff Office.

“We have something to discuss," it said. "Call me.”

However, when you take a position at a nuclear power plant, you should accept that this situation might present itself.

One should not take such a job unless one is prepared for said disaster.

The biggest problem the Japanese government has it that all its wealthy single woman don't want to get married. Just like China's problem of having all single men and no single women to marry them. Sort of never thought down the road what the outcome of the one child policy would be in a society where the male is prized.

Actually i've not read this Interview (Asahi Shinbun) at this moment,
so i don’t know but i want to mention that in this Time (EQ & Tsunami)
the whole of Japan was in a deep Shock and the People do not reacted "normal"!

Many of the Fukushima Worker lost their Kids, Wife, Fathers, Mothers,
their Home and/ or didn't even knew what had happen to them!

So why didn't Daini melt down too?

Why could they not get power 6 miles over the hill to restart the pumps at Daiichi?

Why could they not get the back up power going even days after it was needed?

I think the "hydrogen explosion" story is a load of bullshit. If it were just gas they could have valved it off - that's what those 300 ft chimeys are there for. You just don't build a boiler that big sans a damn serious automatic safety release valve.

And the shit just keeps coming.

And I don't believe they ran because they were chickenshit. They KNEW something.
