I'm honestly not really sure about whether black people have a lower IQ by genetics, however, It is a fact that the shape of skulls of negroid, caucasian and mongoloid (The three known currently existing skull types) are shaped differently. In the respect that the skull is what houses the brain there undoubtedly will be some difference there too. Whether that correlates to a lower IQ or not is another question.
