MASS WATER SHUT-OFFS, MASS INCARCERATION AT MOUND ROAD PRISON FOR PROTESTERS

The State of Michigan’s fascist iron glove is pounding on Detroiters, using mass water shut-offs without notice, and mass concentration camp imprisonment at the Mound Road state facility. There, hundreds are locked into filthy holding rooms without sanitation, proper food, water and medical care, guarded by Michigan Department of Corrections personnel.

That is the horrendous story Charity Hicks told VOD, after her arrest during mass water shut-offs in her east-side neighborhood near Osborn High School. On May 23, members of the People’s Water Board, Moratorium NOW! and others protested the shut-offs outside the Detroit Water Board building as part of a series of weekly “Freedom Fridays.”

“The Detroit Water and Sewerage Department (DWSD) is initiating this project to reduce DWSD’s delinquent water accounts,” DWSD Director Sue McCormick said in a letter to the Board. “As part of the overall plan to increase DWSD’s revenue collection, the Department will increase its efforts of water shut-offs for customers with a 60-day or more past-due balance. . . This project will target approximately 70,000 residential accounts throughout the City of Detroit over a period of two (2) years.”

Hicks said the contractor got mad when she asked to see the termination orders for herself and her neighbors.

“He told me they are on the computer and he couldn’t produce them,” Hicks said. “They are shutting people off with no procedures and no due process, despite the critical importance of the water infrastructure. The guy went to his car to look up the orders I thought, and I followed him so he could show me on the computer. I was leaning up slightly into the car to see, and all of a sudden he peeled off, hitting me and causing me to fall down and hurt my hip and gash my foot, which began bleeding. He didn’t say get back, and I just got discombobulated and fell down.”

Hicks said a one-gallon red plastic gas container fell off the back of his truck when he hit a bump in the road. She then called 911 to report that she had been assaulted.

“The police came, looked at my foot, and then told me they were going to charge me with felonious larceny for stealing city equipment. They said if they were going to believe anybody, it would be the city. All of a sudden, I became the perpetrator.”

Hicks said she had hurriedly dressed and was virtually naked, with no shoes, no socks, no underwear, no keys or other belongings. She said the two officers, who were white, arrested her in front of her home, did not read her her rights, then made racist remarks to her as they drove her to the Mound Road facility.

“They were completely racist, disrespectful and arrogant,” Hicks said. “They told me I seemed to be pretty articulate, asked how many degrees I had, and said it was clear that I wasn’t a typical Detroiter. They said they were ‘good ‘ol boys’ and kept playing country music on the radio.”

More at link about holding cell conditions...this sounds bad. Havent seen any local reports on the incarcerations. Freep and NY Times warned about this in March.

“They threw me in a cell with hundreds of women,” Hicks recounted. “There was one urinal and no water to drink or wash with, and there was human waste including menstrual blood all over the floor. No water, no nothing. We had to use the urinal with no regard to our health and safety, where we could get HIV, hepatitis and other diseases. Even the Border Patrol brought a woman in because they are stopping people there who have warrants.”

Uh oh. Does anyone have more info about this mass incarceration business??

The detroit city department was just handed over to China for cleaning up...

they wont take shit from anybody... they are going to invest 100 billion in leveling and rebuilding detroit....

My mom who lives in Canada and has some good connections came here 6 months ago, told me the Candian MP's are moving their families out of the US asap. She begged me to move to Canada. Wouldn't talk on the phone. She said they know the economy is about to collapse here. That was her message.
I am stuck because of kids and other issues, for now. If anything I want to relocate south...way south. Like Uruguay south. But with no $ I'm stuck, can't leave my girls to deal with this sh*t by themselves.

She said the prosecutors frequently add six or seven more charges to the one the prisoner was brought in for, a tactic that office has long used to get people to plea bargain rather than face a jury composed primarily of non-Detroiters.

“The conditions are meant to shame you, demoralize you, criminalize you and break you down,” Hicks said. She said attorney Alice Jennings intervened to get her released after two days, and that no charges were even brought after her traumatic experience.

The two state prisons in the city of Detroit are rare because of their placement in a densely populated urban setting. Mound Correctional facility is on the east side of the site; Ryan Correctional Facility is on the west side. The maintenance/warehouse functions are shared by the two facilities.

Yeah, the link said this facility has been closed...unless this is another one I am not seeing. So did they reopen to hold detainees? Ala-Fema style?? If they did, they must be planned on holding ALOT of people.

Gee, seems to me the city couldn't pay it's own utilites not long ago and many communities are without lights, trash pickups, libraries, cops etc. The corruption and mismanagement in that city is appalling, yet that's ok in your eyes, the city is allowed to not pay bills but not the people. Trashing peoples rights is ok too I guess.

Is it racist to cheer for China when they level Detroit?

I mean, I know there are hate laws and I don't want to be called an anti-semite (like many conspiracy site broadcasters) and being told I'm anti-Israel (denying the holocaust the way it was told, etc.), but in this instance, China has no long standing history with anyone in this country outside our government.

And as far as the Chinese people go, I LOVE the Chinese!

I love their food (those buffets are killer (pun intended)), I love the 95% of the products I own around my home, made by their cute little hands, heck, I even love the cute little feet of the massage girl the next town over from me.

Ok, so it's in some major disrepair, but there are people there who would need to be relocated. Either way, Detroit USA was the seat of the industrial revolution. The people there machined the tools that built the USA and made her into the global superpower she is today (ok...given she isn't as super), but the history remains. There needs to be another solution to this problem besides "hiding" it and hoping that whatever caused her downfall won't happen elsewhere.

Mound sits on 39 acres previously owned by the Daimler Chrysler Corporation which used the area to store new cars prior to shipping. It now contains buildings to house prisoners as well as those to provide educational programs, food services, health services, and administrative services. The prison has a small segregation unit.
The facility is separated from the community along Mound Road by buffer fencing, a planting berm with evergreen and deciduous trees, as well as two perimeter security fences. The entire complex of Mound and Ryan Correctional Facilities covers 78 acres.


Well it looks like this will be our local Camp Fema.

There was a suggestion to turn the Mound Rd. jail facility into the new Wayne County Jail, but they went forward with building the new jail new jail downtown, since Ficano's buddies were knee deep into that fiasco. That new jail is now scuttled, and has now cost about $200 million...

Mound sits on 39 acres previously owned by the Daimler Chrysler Corporation which used the area to store new cars prior to shipping. It now contains buildings to house prisoners as well as those to provide educational programs, food services, health services, and administrative services. The prison has a small segregation unit.
The facility is separated from the community along Mound Road by buffer fencing, a planting berm with evergreen and deciduous trees, as well as two perimeter security fences. The entire complex of Mound and Ryan Correctional Facilities covers 78 acres.
