I can offer some insights. For some reason, programming was started on me but never finished, and I've gone up against a CIA psyops operative and won. I've known several people who had the full military programming and a few with the experimental programming they are doing on children who have been institutionalized for 'autism' and have helped a few of them. I do not know it all, but I do know one can gain conscious access to the "resources" to control and use them for one's own purposes.
