So under their definition a person who makes sandwiches is a manufacturing job. What does it mean to create a job? Do you actually have to hire someone? Or can you create a position like "Specialist" or "Special Projects Administrator" and not fill it or fill it with an existing employee and then not fill the position they left open. How many of these job are created by a government agency hiring private contractors. So while they are technically private jobs they wouldn't exist without government action? |
