China 'seals off' town after man dies of bubonic plague
The 30,000 people living in Yumen in the northwestern province of Gansu are not being allowed to leave, and police at roadblocks on its perimeter are telling motorists to find alternative routes, state broadcaster China Central Television (CCTV) said.

Other reports said that earlier this month the 38-year-old victim had found a dead marmot, a small furry animal which lives on grasslands and is related to the squirrel.

He chopped it up to feed his dog but developed a fever the same day. He was taken to hospital after his condition worsened and died last Wednesday.

"The city has enough rice, flour and oil to supply all its residents for up to one month," CCTV added.

Bubonic Plague Death Triggers Quarantine of Chinese City
The 38-year-old victim may have come into contact with a dead marmot carrying infected fleas

Parts of a city in northwestern China are under quarantine after a local man died of bubonic plague, according to a state media report Tuesday.

A quarantine has been put in place for Yumen, a city of about 100,000 in Gansu province. No one but the original victim has shown signs of infection, Reuters reports.

The victim, 38, died July 16, apparently after coming into contact with a dead marmot, a rodent. Plague is a bacterial disease typically carried by fleas hosted by rodents. The disease is extremely deadly if not treated immediately.

I wonder if the quarantine will make the disease worse? Cannot flee immediately = people confined near the disease.

Then when people start to get sick in droves, then they'll leave and infect others.

"The power to secretly create government propaganda is among the many hacking tools revealed in the latest batch of Edward Snowden documents.

British spies can manipulate online polls -- or trick the world into thinking a video or web page is going viral.

A collection of hacking tools -- some of which are specifically suited to spreading disinformation -- were exposed in a leaked 2012 document provided by Snowden to The Intercept. That's the online publication led by Glenn Greenwald, the journalist who worked with Snowden on a series of stories for The Guardian.

The toolkit belongs to the U.S. National Security Agency's British counterpart, the Government Communications Headquarters (GCHQ for short).

It includes some of what you would expect from a spy agency intent on protecting the United Kingdom from terrorists: the ability to disable target computers, slip into enemy devices to lock their files, send spoof emails that impersonate a sender's address, and cripple websites with denial of service attacks.

But then there's the propaganda machine.

Underpass: a tool that lets the government "change outcome of online polls"
Bomb Bay: can "increase website hits/rankings"
Gestator: provides "amplification of a given message, normally video, on popular multimedia websites"
Gateway: will "artificially increase traffic to a website"
Slipstream: can "inflate page views on websites"

The 30,000 need to be concerned when they see large, cylindrical containers being dropped from cargo planes simultaneously but spread over a large area.
