It basically is a cold war declaration which goes much further than we previously dared during the last cold war . |

Sec. 303 is the kicker, on page 48: MAJOR NON-NATO ALLY STATUS FOR UKRAINE, GEORGIA, AND MOLDOVA. "Ukraine, Moldova, and Georgia shall be treated as though each were designated a major non-NATO ally (as defined in section 644(q) of the Foreign Assistance Act of 1961" If it passes they could, and most likely would, bypass NATO to get things started.
