Canada has had a seperate internet for government and its employees for at least 10 years. I know this because we have the trunk line right outside our farm....yet you can't get on it unless your gov. Our neighbor is gov and has access. Yet we are stuck on dish internet.

It's in case of emp/ internet going down. This way they can all communicate with gov. Hospitals. Public works. Etc.
